The professional Carsten Linnemann: economist, author, founder, trustee

Alongside seventeen years of politics runs a second track: an economist’s training and career, three books, a foundation chaired since 2010, and honorary posts in research, sport and mobility in Paderborn.

Scope of this page

Most profiles of Carsten Linnemann move straight from his doctorate to the Bundestag. This page looks instead at the dimension of his life that is not about elected office: the profession he trained for, the books he has published, and the honorary roles recorded in his Bundestag disclosures and in the Federal Government CV. It also asks how the economist’s method shows up in the politician’s.

The year 2006 marks the starting point. In that year he completed his doctorate in economics at TU Chemnitz and joined Deutsche Bank Research in Frankfurt. The detailed account of his banking years is on the separate economic career page; here they are one entry in a wider ledger.

German members of the Bundestag must disclose paid and unpaid functions in companies, associations and foundations under the parliament’s rules of conduct, and these disclosures are published with their biographies. The honorary roles below come from those disclosures and from the Federal Government CV.

02 / Publications

Three books, 2017–2022

Verified titles only. Content is described from titles and documented reception, not from summaries this site has not checked.

  1. 2017 · Herder

Die machen eh, was sie wollen. Wut, Frust, Unbehagen – Politik muss besser werden

English sense of the title: “They do what they want anyway. Anger, frustration, unease — politics must get better.” Published in the year of the 2017 federal election, the title takes up a widespread complaint about politicians and turns it into a demand on politics itself.

  2. 2019 · Herder

Der politische Islam gehört nicht zu Deutschland. Wie wir unsere freie Gesellschaft verteidigen

Co-edited with Winfried Bausback. The main title is confirmed; the subtitle should be checked against the German National Library catalogue. According to the Perlentaucher review digest, some reviewers criticised right-populist tones in the volume. See criticism and controversies.

  3. 2022 · Herder

Die ticken doch nicht richtig! Warum Politik neu denken muss

English sense of the title: “They’re not thinking straight! Why politics must think anew.” Published in the year he became deputy CDU chair and chair of the party’s programme commission, it continues the theme of the 2017 book: the gap between political institutions and public expectations.

03 / Honorary roles

Foundation, institute, club, association

What each institution is, and what the role entails in general terms.

Stiftung LEBENSlauf — since 2010

Linnemann founded the Stiftung LEBENSlauf in 2010 and has chaired its board since then, according to the Federal Government CV and his Bundestag disclosures. A foundation board in Germany is responsible for managing the foundation’s assets and ensuring that its activities serve the purpose laid down in its statutes. The foundation’s purpose was not independently verified for this site and is therefore not described here.

Fraunhofer IEM — 2016 to June 2026

The Fraunhofer Institute for Mechatronic Systems Design in Paderborn is part of the Fraunhofer-Gesellschaft, Europe’s largest organisation for applied research. Each Fraunhofer institute has a board of trustees drawn from industry, science and public life that advises the institute’s management. Linnemann served on the IEM board from 2016 until June 2026.

SC Paderborn 07 — 2018 to August 2026

SC Paderborn 07 is the professional football club of his home city. Linnemann was a vice-president of the club from 2018 until August 2026, shortly after his appointment as Federal Minister of Health. No reason for the end of the role is documented in the sources consulted.

Neue Mobilität Paderborn e.V.

His Bundestag disclosures list him as chair of the advisory board of Neue Mobilität Paderborn, a registered association (eingetragener Verein). The disclosures give no start date. As with the foundation, the association’s activities are not described here beyond its name.

On ministerial officeFederal law restricts what members of the federal government may hold alongside their office, in particular paid positions and seats on the boards of profit-making companies. Two of Linnemann’s honorary roles ended in June and August 2026, around the time of his appointment; the sources consulted do not state whether the timing was connected.

Single sourceThe podcast is mentioned in one press report (the weekly Freitag). Its format, frequency and current status were not verified.

A podcast called “Einfach mal machen”

According to a report in the weekly newspaper Freitag, Linnemann has hosted a podcast under the title “Einfach mal machen” — roughly, “Just get on and do it”. No further details were verified, and this site does not describe its episodes or guests.

The title echoes a phrase he has used in parliament. In a Bundestag debate on labour-market and social policy on 15 May 2025 he said: „Wir müssen jetzt einfach machen.“ (“We now simply have to get on with it.”) The source for that sentence is the Bundestag’s own text archive, cited below.

04 / Method

How economics shapes the political method

An interpretation, built from his documented statements and offices. Readers may draw other conclusions.

  1. Start from the financing

An economist’s first question about a public system is how it is paid for. As Health Minister, Linnemann named sound financing as one of three guiding principles on 10 September 2026, explicitly tying health contributions to the burden of non-wage labour costs on employees and employers. See health financing.

  2. Look at incentives

Economics analyses behaviour as a response to incentives. His long-standing slogan that effort must pay — “Leistung muss sich lohnen” — and the Aktivrente for people working past retirement age apply that lens to the labour market. See work and performance.

  3. Reduce friction

From the MIT years onwards he has argued that regulation and reporting duties act as a hidden tax on firms. As minister he has extended the argument to doctors and nurses, who he says should have time for patients rather than forms. See bureaucracy reduction.

  4. Accept structural change

Economists tend to see consolidation as a route to efficiency. His view that ten statutory health insurers would be enough in Germany — reported in July 2026 as a long-standing position — fits that pattern. See statutory health insurance.

  5. Communicate simply

The assistant to a chief economist learns to compress analysis into short public messages. The same compression characterises his book titles, his years as Secretary-General and phrases such as “einfach machen”.

The constant is not a particular policy but a way of asking questions: what does it cost, who pays, and what does it change in behaviour?

Critics argue that this method can treat health and social policy too narrowly as cost problems and underweight quality, professional expertise and people outside the labour market. Those arguments are documented on the criticism page.

05 / Transparency

How these roles become public

The disclosure framework behind the information on this page.

Members of the German Bundestag are required to report activities and functions held alongside their mandate — for example positions in companies, foundations, associations and clubs — under the code of conduct annexed to the Bundestag’s rules of procedure. The information is published on each member’s biography page. The rules were tightened in 2021 after controversies over undisclosed paid work by several members, extending the range of activities that must be declared and the detail required.

For members of the federal government, an additional layer applies. The Federal Ministers Act restricts outside activities: ministers may not hold other salaried offices, practise a trade or profession, or sit on the management or supervisory boards of profit-making enterprises, with limited exceptions approved by the Bundestag. Honorary roles in non-profit organisations are treated differently. Whether a particular role must end is therefore a question of its legal character, not just of time available.
